| 摘 要： | 我国自 1 998年以来为了扩大内需 ,一直实行以举债为主要内容的积极的财政政策 ,国债发行数量不断上升 ,国债已经成为经济稳定快速增长的助推器。与此同时 ,赤字与国债规模的迅速扩大也使人产生某些担忧 :第一 ,我国经济能否承受不断扩大的国债规模 ,特别是在各级政府隐性及或有债务规模较大的情况下 ,继续实施扩张性的国债政策是否会带来财政风险向危机的转化。第二 ,国债投资的增加是否会对民间投资产生挤出效应 ,从而降低社会资金使用的效率。这些问题使我们深刻认识到研究国债规模的大小具有重要的意义。那么 ,我国目前的国债规模大小是…

Research on suitable issuing scale of national debt in China |

| Abstract: | The issueing scale of national debt in our country has expanded rapidly since 1997,but some safety indexs of national debt send out different signals. This article completely explains the phenomenon though the international comparison,and then rectifies the distorted indexs.Based on that,the auhor uses his original model to disscuss the scale of national debt in the future in theory under the restrictions of avoiding the crisis of government repaying and not to influence on the posterity s burden.
