| 摘 要： | 奥巴马政府的行政改革是从“缩小国家秘密”开始的，2009年底奥巴马总统颁布第13526号行政命令，开启了美国保密行政管理改革的新篇章。奥巴马政府的改革不仅是为了实现竞选承诺，而且是迫于国内体制改革的压力，尤其是保密管理中累积的诸多问题，已严重影响了整个行政系统的工作效率。因此，奥巴马政府提出了全新的保密管理理念和改革举措，并在一年的新政中取得可喜成绩，这些全新的理念和举措对我国的保密管理体制改革有很强的启示意义。
