国有资产管理是一个世界性的课题。通过借鉴美国、法国、英国等国的经验,对中外国有资产管理的比较,可知我国国有资产与国外在政治体制、国有资产的来源和所有权、以及国有资产占国家财富的比例等方面有较大差异。因而,在构建我国国有资产管理新体制时,应分类管理、明晰产权和还"资"于民。

State-owned Assets Management:A Comparative Analysis Frame

Sate-owned assets management (SOAs) is an important issue in every country. By drawing on the experience of USA, France and UK, and by comparing the Chinese state-owned assets with the foreign ones, we know that they have great differences in terms of political system, the source and ownership of the state-owned assets, and the proportion of the state-owned assets in the state wealth. Therefore, we should exercise the management in accordance with category and clarify the property right and return the wealth to people in the process of setting up the new management system for China's state-owned assets.
