| 摘 要： | 国企改革一直是我国经济体制改革的中心 ,我国政府采用过多种手段进行改革 ,却没有取得预想的成功。在这种情况下 ,理论界和各级地方政府都在积极探索产权制度改革的路子 ,长沙市的“两层置换”产权改革为我们提供了一种思维取向。

| Abstract: | The state owned enterprise reform of our country is always in the center of economic structural reform. Although our government has adopted many approaches, the reform has not yet achieved such great success as expected. In this case, theoretical circles and governments at all levels strive for the exploration of property right reform. However, "replacement between two layers" that tried out in Changsha, this reform offers us a new thinking. |
