新型农村合作医疗制度发展问题研究

随着我国经济的快速发展，“三农”问题正在逐步得到改善，在党的十七大报告中把“三农”问题提高到更高的层面上，在政策上极大支持了我国的“三农”工作，农村医疗作为“三农”问题中农民的切身利益，一直是我国关注的对象。本文从农村医疗制度这项公共政策的发展历程入手，针对目前我国农村合作医疗存在的问题，通过市场职能和政府职能角度分析新型农村合作医疗实施过程中存在的问题，并提出一些具体的政策建议，旨在进一步完善和更好地在全国推行新型农村合作医疗制度。

The Developing Research of New-type Rural Cooperative Medical Care System

With China＇s economic rapidly development, the ＂three rural＂ issues are gradually being improved. The report of the Party＇s 17th addressed the ＂three rural＂ to a higher level. It tremendous supports the ＂three rural＂ work in the policy basis. Health care as the ＂three rural＂ issue has been related with in the vital interests of the farmers,and has been the object of our attention. In this paper,started from the health care system in rural areas of public policy raised by the background of this process,targeted to the problems of China＇s rural cooperative medical, from the functioning of markets and government in the economics it analyses the problems in the implementation of the new type of rural cooperative medical,and proposes some specific policy recommendations to at further improve and implement the new rural cooperative medical care system in all over our country.
