| 摘 要： | 雾霾为主的区域复合型大气污染是中国目前乃至今后一段时间内所面临的主要大气污染问题,而这一问题是我国现行＂属地＂特征的环境管理制度无法解决的,故我国现亟须建立跨行政区域大气污染联防联控机制。新的《环境保护法》规定了国家建立跨行政区域的重点区域环境污染和生态破坏联合防治协调机制,各地也已不同程度地进行了联防联控实践,但也存在诸如指导原则不明确、主体不健全、措施不完善等问题,需要有针对性的解决对策。

| Abstract: | Complex regional air pollution is the major problem of air pollution faced by China at present and in the future for some time. Since this problem cannot be solved by the current environmental management system which is characterized by territoriality of our country, our country must establish the joint regional air pollution prevention and control legal mechanism. Environmental Protection Law stipulates that the state should establish joint control and coordination mechanism, in order to solve the cross-administrative-region environmental pollution and ecological damage in key areas. The country has carried out joint prevention and control practices in varying degrees, but there are also many problems. Therefore, this paper attempts to put forward some related countermeasures to those problems. |
