关于土地财政对地方经济增长影响的研究——以辽宁省为例

本文旨在揭示土地财政对地方经济增长的影响,并以辽宁省为例,采用2000-2012年14个地级市的面板数据进行了计量分析。研究结果表明：土地财政为地方政府发展经济提供了制度激励,促进了地方经济增长,但和固定资产投资和一般预算收入相比,土地财政的影响程度相对较低。与此同时,土地财政的急剧扩张产生了一系列社会经济问题。随着国家宏观调控政策的实施以及制度环境的变化,在18亿亩耕地＂红线＂的约束下,透支未来的土地财政将难以为继。由此可见,对现行财政体制、土地制度和政绩考核制度进行改革已经迫在眉睫。

The Impact of Land-based Finance on Local Economic Growth: a Case study of Liaoning Province

The purpose of this paper is to reveal the impact of land-based finance on local economic growth. Based on the panel data of 14 prefecture-level cities in Liaoning province, the paper carries out quantitative analysis. The result shows that land-based finance provides institutional motivation for the local governments and improves local economic growth, but the impact is less than fixed assets investment and general budget revenue. Meanwhile, the rapid expanding of land-based finance leads to many economic and social problems. With the change of national macroeconomics policies and institutional environments, landbased finance will not continue subject to the ＂red line＂of 1.8 billion acres of cultivated land. Therefore, it＇s in urgent need of reforming the current tax-sharing fiscal system, land system and performance evaluation system.
