| 摘 要： | 关于对东北偷采人参活动的惩治问题,是清朝参务管理制度的重要组成部分,目前国内学界尚无这方面的专门研究。经过多年有关资料的搜集,在此对偷参活动的各种形式、清朝防范偷参的主要措施和清朝为打击偷参活动而实施的各种刑罚,力争做一番较为详细的阐述。同时认为,清朝打击偷参活动的政策之所以最终失败,主要是东北管理参务的各级官员没有认真地执行朝廷的有关政令,甚至以权谋私,收受贿赂,故纵偷参者。

| Abstract: | The punishment and control of the stealing of ginseng in Northeast China, is an important part of the Qing dynasty＇s ginseng management system. Presently there has been no special study of this field in the domestic academia. After years of data collection, the author attempts to elaborate various forms of ginseng stealing, the Qing dynasty ＇s measures to guard against the stealing of ginseng and the related punishment to combat ginseng-stealing. The research shows that the Qing dynasty ＇s failure to fight the stealing of ginseng is mainly due to official corruption. |
