| Abstract: | Since the beginning of the summer in 2003,power supply shortage has become increasingly pressing and drastically affected the social production and people's life. This article holds that the fundamental cause of the power supply shortage lies in the planned economy system of the power industry and in its monopoly without competition. Therefore, the way out for the power supply shortage is for the power industry to be run by civilians. |
