| 摘 要： | 人力资本主要是个人通过接受教育而形成的。人力资本的发挥和使用会给社会带来效益,即人力资本具有外部性。不同的教育培养出来的学生具有不同的人力资本,不同的学生走向不同的工作岗位,不同的职业给社会带来的效益也不同。鉴于此种特征,提出不同地区、不同专业的收费应有所差别,这具有多方面积极意义。
