| 摘 要： | 我国要建立起符合自己国情的农村现代社会保障体系,就必须尽快地解决社会保障资金的筹集和管理等相关问题。当前我国农村社会保障体系建设主要存在资金来源不足、管理混乱和使用效率低下等问题。为此,一方面必须建立规范的资金筹集机制,增加保障资金的来源渠道;另一方面需要加强农村社会保障资金的监督管理,增强资金的保值增值能力。

| Abstract: | Because China must establish modern rural social security system that fit its actual situation,so the relevant tasks such as fund raising and management has to be well-handled as soon as possible.It is held that fund is the key of rural social security system construction,which lies in two aspects,one is insufficient source,and the other is confused management and low efficiency of use.Therefore,a standardized fund raising mechanism has to be established to increase their sources,meanwhile the supervision and managment have to be strengthened to improve their capability to maintain and increase the value. |
