| 摘 要： | 政府管制是政府组织提供的一种公共商品,因此政府管制对企业具有外部性影响。而政府对企业管制的终极目标是模拟完全竞争,实现帕累托最优状态意义的管制均衡,本文就是想从企业外部性角度分析政府管制的边界,从而寻求消除政府管制负的外部性,以建立良好的政府管制体系。

| Abstract: | The government regulation is a kind of public merchandise offered by government organizations.It exerted external influence on enterprises.The final goal of the regulation is to model after complete competition and to realize the perfect Pareto balance of regulation.By analyzing the border of the government regulation,this thesis tries to work out the solution to its negative affect on enterprises and to establish a good framework of government regulation. |
