Currently,climate change has become an important issue of the international community as well as the focus of national political and economic interests. All countries pursue the maximum of their national interests so sharing benefits constitutes not only the foundation and the bottom line but also the principle for international legislation. If we look forward comprehensively,upgrading of climate issues will continue to break the barriers of the political conflicts among different countries,and closer co-operation will be launched by international community,which will lead to a tendency of governance of"Universal Harmony".
