| 摘 要： | 新闻生产是一个复杂的社会过程,在这个过程的每个环节上都站着不同的把关人,他们按照特定的价值标准对新闻信息进行筛选和过滤.西方新闻事业的产生与权力和资本有着天然的渊源,来自政府和市场的力量一直是新闻把关的重要力量.文章先研究了把关人理论产生的社会背景、西方政府新闻把关的策略,在此基础上探讨了中国政府如何对新闻生产进行把关.文章指出,随着公民社会的到来,政府应该在尊重新闻生产规律的基础上对媒体进行把关,并且应该少用"硬把关"多用"软把关".
