| 摘 要： | 2007年9月,英国北岩银行发生了自1966年以来英国银行业首次挤兑事件。文章在回顾挤兑事件发生及救助过程的基础上,分析了事件发生的原因,即英国财政部、英格兰银行和金融服务管理局三方协调不力、银行破产清偿法律机制不健全和存款保险法律制度安排不合理;并结合我国实际提出了完善金融稳定合作机制、建立和完善问题银行风险预警机制和早期纠错机制、建立存款保险法律制度等完善我国银行监管法制的相关建议。

| Abstract: | A bank run happened in August 2007 to Northern Rock PLC in the UK,the first run on a British bank since 1866.Partly as a result of the run,the bank was taken into state ownership on February 22,2008.Based on the review of the bank run and the bailout process,this paper analyses the causes of the incident as follows: a lack of coordination among HM Treasury,the Bank of England and the Financial Services Authority,the deficiencies of the bank insolvency regime,and the flaws in the Deposit Insurance Law.Finall... |
