| 摘 要： | 现实中《港口法》基本原则出现理论空白,因此相关的行政执法以及司法领域许多工作无法有效开展,使《港口法》的实施效力受到一定的负面影响。从《港口法》基本原则入手,提出对港口法律、法规的制定和执行具有普遍意义的一些指导思想和基本准则,认为中国的《港口法》基本原则应当包含港口经济安全原则。
