| Abstract: | The author points out that the negative factors in the traditional administration culture in the minority regions are hindering the reform of modern public administration. To smoothly carry out the administrative reforms among the local governments, the following reforms are necessary: the transformation from a closed and conservative mode to an open and enterprising mode, from a centralized and autocratic mode to a democratic mode, and from the mode of rule by man to the rule by law. |
