对长兴试行教育券制度的认识和思考

本文通过对长兴试行教育券制度的透视 ,系统介绍了教育券产生的历史渊源、时代背景和实践形式 ,并站在一个新的视角 ,对长兴试行教育券制度的意义作了“应着眼于其体现的创新精神、开放意识 ,所产生的综合效应和寓示的改革趋向”的阐述 ,同时围绕平等和效率、体制和机制、创新和发展等提出了进一步推进教育券制度实践的四点建议。

Exercise of Educational Certificate System in Changxing: Understanding and Thinking

This paper, by elaborating on the exercise of the educational certificate system in Changxing, introduces its historical origin, background and practice form, and argues in a new perspective that the significance of the practice should be understood as "in terms of the innovation spirit and open mind reflected therein, the overall effect it produces, and the direction of reform it implies". On the basis of the discussion, 4 points are suggested for furthering the practice of the educational certificate system, in regard to equality and efficiency, system and mechanism, innovation and development, etc.
