| 摘 要： | 构建创业型城市是摆在城市管理者面前亟需解决的重大课题,也是国家建设区域核心城市战略部署的重要任务。文章在分析创业型城市基本内涵的基础上,阐述了构建创业型城市的重要意义,并针对大连的内部资源和外部环境,采用SWOT分析方法和协调发展的原理,提出了构建创业型城市的发展路径:发挥优势,以实施国家战略为导向,促进经济与创业的协调发展;弥补内部劣势,以创业型经济为牵引力,促进生存型创业向机会型创业的有序转变;迎接挑战,扬长避短,实现创业型经济与充分就业的综合目标。
