改变基础教育阶段应试教育性质 ,实施素质教育 ,首先要求大学扩大规模 ,疏通二者之间的通道。但仅此还不足以动摇基础教育阶段的应试本质的根基 ,大学还必须提高自身素质 ,为提高人才培养质量创造条件。而大学深化改革 ,走外延扩张和内涵发展相结合的通路 ,增强自我发展的能力 ,同时优化大学外部的办学环境是达到这一目的的必由之路

In order to undertake competence education,and to change the test education style in the basic education stage,it is necessary for universities to expand their scale and to establish a passage way between competence and competive education.
