| 摘 要： | 本文对人力资本投资体制与开发利用机制所涉及的一些基本问题进行了比较全面的探讨。论述了政府、企业、个人分别作为投资主体的合理性以及存在的突出问题 ,提出三者有机结合模式的多元投资体制是人力资本投资的最佳体制 ,并讨论了人力资本开发利用机制的问题

| Abstract: | This is a comprehensive study of the basic issues related with the system of manpower investment and the mechanism of its development. The paper has demonstrated the rationality of government, enterprise, and individuals as the principal part of investment and some outstanding problems concerned, pointed out that the best system is the organic combination of the three, and discussed the mechanism related with the development of manpower. |
