| Abstract: | This paper summarized the historic experience in over-lapping development in the world, analysed the opportunities and challeng-es Hebei Province facing in the early stage of the 21st century and pointed out the strategic routes toward over-lapping development, that is: put the modernization at the top position, make the industrialization as the main body, the informatization the leader and urbanization the medium. |
