浅析印度地方分权运动的发展及特征

中央与地方的博弈一直是影响印度国家整合和社会稳定的重要因素。因为印度社会的多元性质，地方政治成为推动中央地方关系良性互动的主导因素。印度地方分权运动在经历了最初的行政区划调整和要求全面调整中央地方行政、经济和立法关系后，逐步走向衰落。在这个过程中，双方关系的些微变化均来自于政治和经济形势转变带来的客观变化，而深层次的制度问题并没有得到解决。因此，中央地方矛盾冲突的解决依然任重而道远。

Study on the Development and Features of Indian Decentralization

The struggle between the central and local governments is an important factor to exert greater influence on the national integration and social stability.Because of the multiply characters of the Indian society,the local politics has become a dominant element to realize benign interaction between the centre and states.Decentralization in India went through the administrative regionalization adjustment and completely readjusting the administrative,economical and legal structure,and then gradually came to decline.In the whole process,a subtle change in the centre-state relations came from the change in situation,but the problems in the deep-rooted system have not yet been solved.Therefore,it is a long-term task to resolve the conflicts between them.
