农民政治参与难的现状与对策

我国农民政治参与现状不容乐观。一方面,参与渠道狭窄且不畅通,表现为人民代表大会制度、村民自治制度、信访制度等现有政治参与制度存在漏洞,而且作用未能充分发挥,农民组织化程度低,大众传媒作用有限;另一方面,农民政治参与过程中权力得不到保障,表现为人民代表选举中对农民代表的不平等规定、村民自治权遭冲击、乡镇政府对农民的侵权行为以及农民寻求司法救助困难。因此,必须疏通人民代表大会、村民自治、人民信访等现有政治参与渠道,鼓励农民走上组织化道路,充分发挥大众传媒作用,拓宽农民政治参与的渠道。同时完善人民代表选举的法律规定,保证村民自治的地位和权利,确保农民的知情权,提高基层干部素质,以保障农民政治参与的合法权益。

The Existing Difficulties in Farmer's Political Participation and the Countermeasures

The current situation for Chinese farmers to participate in the politics is not optimistic.On the one hand,the participating channel is not only limited but non-straightway,which can be found in the non-completeness in the current political participating channels such as people's congress system,villager's autonomy system,and correspondence and visitation system.Moreover,these systems do not have full effects,as a result of which the farmers are not well organized and the influence of mass media is limited.On the other hand,in the process of political participation,the farmers' rights cannot be guaranteed, which can be represented by the unequal regulations for the farmer representatives in the congress election.Therefore,the villager's autonomy is ruined and it is difficult for them to seek justice help when their rights are infringed on by the township governments.So the channel for them to participate in the politics should be broadened by the means of removing the obstacles from the current systems,encouraging them to take the organized roads,and making full use of the mass media.At the same time,the regulations on the congress election should be improved to guarantee the status and right of villager's autonomy and to ensure the farmers' access to the information.Furthermore,the officials at the grass roots also should be improved to protect the farmers' rights to participate in the politics.
