天保工程区后续产业发展的紧迫性和基本思路

摘    要:天保工程自1998年正式启动实施以来,已经取得了阶段性成果。但由于天保政策设计中,后续产业发展的政策缺项,使工程区后续产业发展缓慢,尚未起到支撑工程区经济社会发展的作用,工程区落后的经济社会发展局面没有彻底改变。能否发展起与生态建设相协调的后续产业,不仅成为生态建设能否长期深入开展的关键,而且关系到国有林区的生存与发展,关系到工程区广大林农和林区职工的切身利益。本文围绕工程区后续产业发展的重要性和紧迫性,分析了后续产业发展存在的主要问题,提出了后续产业发展的思路和对策。

Abstract:Some achievements have been reached since the Natural Forest Protection Program(NFPP) initiated in 1998 in China.Follow-on projects,however,are developed so slowly that could not uphold the development of economy and society in NFPP areas because policies of follow-on projects' development have not been paid enough attentions when government regulated NFPP policies.The situation that the development of economy and society in NFPP areas lags behind other areas has not been changed drastically.Whether the follow-on projects could develope and assort with environment construction is the key factor and has strong influence on developing and surviving of state-owned forest areas,as well as on benefits of employees and peasants in NFPP areas.With the importance and necessity of followon projects' development,this paper analyzes the problems existed in follow-on projects' development and puts forward related development thoughts and solutions.
