| 摘 要： | 政府职能转变是社会与政府间合理的权力关系在政府部门的体现 ,这种职能转变实际上是政府还权于社会的过程。文章以市民社会的培育为引线 ,结合我国属于“引导型的政府职能模式”但处于不同时期的转型阶段的特点 ,探讨了通过提高社会自治能力 ,培养社会自治组织的途径发展社会权力 ,规范政府权力的必要性

| Abstract: | The functional shift of government embodies the rational relation of power between society and government. Actually, this shift is the process of returning power from government to society. Focusing on the cultivation of the citizen society, the essay discusses the necessity to develop the power of the society and regulate the power of the government through the development of social autonomy. |
