“申遗”背景下的京杭大运河遗产保护与利用

在"申遗""南水北调"和地方经济开发的背景下,京杭大运河遗产的保护、管理与利用面临着一系列问题。针对这些问题,本文按照罗哲文先生的倡议进行建立"运河学"学科的理论探讨,并提出:将"南水北调"工程建设与运河跨流域调水、航道整治、文物保护、休闲游憩等功能整合起来,建立健全多部门协调合作、共同管理机制,科学实施运河遗产保护与合理利用,将遗产利用上升到遗产产业的高度来认识,完善法律法规等对策。

Grand Canal Heritage Protection and Utilization under the Background of Applying for World Heritage

Under the background of applying for world heritage,South-to-North Water Transfer Project and local economic development,heritage protection,management and utilization of Beijing-Hangzhou Grand Canal have faced a series of problems.In terms of these problems this paper calls for the establishment of a subject named "Canal" according to Luo Zhe-wen and integrates South-to-North Water Transfer Project and trans-basin water transfer from canal,channel regulation,cultural relics protection,leisure recreation and so on,establishing and strengthening mechanism of multi-department coordination and cooperation management.The paper probes into implementing scientifically canal heritage protection and reasonable utilization,raises heritage utilization to the level of heritage industry,and improves countermeasures such as laws and regulations.
