多哈回合框架协议的达成及其对世界经济的影响

自WTO多哈回合多边贸易谈判2001年11月启动以来,谈判进程举步维艰。2003年9月坎昆会议破裂以后,多哈回合谈判陷入僵局,WTO的威信和多边贸易体制的前景受到挑战。在这一背景下,WTO各成员国在2004年7月召开的总理事会上经过艰苦努力,于2004年8月1日就多哈回合框架协议达成一致。该协议的达成是多哈回合谈判的转折点,它为多哈回合的最终完成奠定了基础。协议所确定的各谈判领域贸易自由化原则将对世界经济和贸易增长起到积极的促进作用,并有利于世界多边贸易体制的健康发展。同时,该协议可能进一步促使世界范围内贸易壁垒形式转化,并对全球贸易自由化产生一定的负面影响。

Doha Round Framework Agreement and its Impact on the World Economy

Since the WTO Doha round multilateral trade negotiation started up in November 2001, every step of the negotiation process staggered. Especially the break down of Cancun meeting in September 2003 made the negotiation reaching to a deadlock. The prestige of WTO and the prospect of multilateral trade system were challenged. Under these pressures, a general council meeting was held in July 2004, the member countries of WTO made great efforts and eventually reached an agreement on the Doha round framework in August 1, 2004. The agreement reaching is the turning point of the Doha round negotiation, laying the foundation for the ultimate completion of Doha round, contributing to the healthy development of world multilateral trade institution. Anyway, it might also lead to some new changes of trade barrier forms in the world scope and have some adverse effects on the global trade liberalization.
