| 摘 要： | 农民失地是城市化进程的必然结果.针对我国目前失地农民普遍存在的收入下降和就业问题,提出失地农民边缘化的观点.在对我国建国以来征地补偿制度变迁回顾的基础上,总结了我国征地补偿制度的特点;从土地征用的政府垄断权、征地补偿价格以及就业安置等方面分析了征地补偿制度与失地农民边缘化的关系;提出解决失地农民边缘化问题的核心不是征地补偿价格的确定而是安置和就业,而安置和就业的重心是解决失地农民的发展问题等观点.

| Abstract: | Farmers lost their land is an unavoidable result of urbanization,thus marginalizing the land-lost farmers to whom the reduction of income and high unemployment rate prevail.Reviewing historically the change in the compensation policy for land expropriation and finding out its characteristics,the relation between the compensation policy for land expropriation and marginalization of land-lost farmers is discussed in view of the government's monopoly in land expropriation,compensation costs,providing jobs for land-lost farmers and their resettlement.In this respect,the resettlement and employment are the main problems rather than low compensation costs,and how to make those farmers richer than ever is the kernel. |
