论我国公共部门绩效评估中的公民参与

公共部门绩效评估以广泛的公民参与为基础。在中国,公共部门绩效评估是政府领导在主动学习借鉴国外先进管理经验的基础上发起的,但公民参与的缺失导致这项改革先天不足。在充分肯定公众参与的积极作用的同时,必须看到其所面临的困难和局限性。要完善我国公共部门绩效评估的公民参与机制,必须从消除制约公民参与的瓶颈处入手。

On civilians' participation in evaluation of performance of our country's public departments

Evaluation of performance of public departments is based on civilians' participation, which in China is set up by the governmental leaders who positively learn from foreign advanced management experiences.However, the absence of civilians' participation leads to inborn inefficiency.At the same time we fully admit positive role of public participa- tion, we must see that there is the hardship and limitation that it faces.If the mechanism of public participation in the e- valuation of our public departments will be perfected, we should begin with removing bottleneck of limiting the public participation.
