金融危机与欧洲央行的对策研究

基于欧洲央行的超国家结构和欧洲金融一体化的背景,欧洲央行和欧元区各国政府在此次金融危机中面临的主要问题与应对策略,与其他主要西方经济体相比,具有一定的特殊性。金融危机显示出金融一体化建设对于欧洲经济发展的重要性,也暴露出欧洲货币联盟固有的矛盾与问题,主要表现为欧洲央行的自主性问题、成员国的货币政策自主权问题,以及成员国的结构性差异问题。本文从欧洲央行应对金融危机的主要措施入手,探讨欧洲金融一体化面临的挑战与机遇。

Financial Crisis and the Countermeasures of the European Central Bank

In contrast to the national central banks of the major western economies,the European Central Bank(ECB) is based on a supra-national structure.The ECB applies a special strategy to address the financial crisis.The actual financial crisis shows that financial integration is important for a stable economic development in Europe,but has also exposed the inherent contradictions and problems of the European Monetary Union(EMU).The main problems are the autonomy of the ECB,the monetary policy autonomy of the EMU member states,as well as their structural differences.This article attempts to analyze the ECB’s countermeasures to deal with the financial crisis and explore the challenges and opportunities to the European financial integration.
