全球化与发展中国家的自主发展——从国家创新体系的角度看

在如何理解全球化的问题上 ,有各种不同的观点 ,如 :中性论、肯定论、陷阱论、双刃剑论、综合论等 ,他们只看到了全球化的表层现象 ,却没有把握全球化的内在本质。我们认为 ,全球化的内在本质是民族国家的综合实力的发展 ,特别是其科技实力和知识创新能力的体现。从这一角度看 ,发展中国家进入全球化必须建立健全国家创新体系

Globalization and the Autonomic Development of Developing Countries: from the Angle of State Creative System

There have been different views on the understandings of globalization, such as, the positive view, the neuter view, the comprehensive view, as well as the "trap" view and " blades of two sides "view. This article argues that all those views have understood globalization superficially, while have not made a profound grasp of the inner nature of globalization which we think is the comprehensive development of a nation's actual strengths, especially is the embodiment of a nation's technological strengths and knowledge creation strengths. From this angle, we argue that it is very important for the developing countries to constitute and perfect their national creation systems which apply to globalization.
