乡村治理方式变革:从管制到服务——治理理论的视角

中国当前乡村治理"乡政村治"模式是在计划经济时代创设的,通过政府的管制方式实现国家对农村的治理。这一模式在实践中显现出了诸多弊端,迫切需要进行改革。随着建设服务型政府被确立为政府改革目标,乡村治理方式也需要从管制转变为服务。根据治理理论,这一转变应当从三个方面着手:县乡关系的结构性改革、加强村民自治以及公共服务提供主体的多元化。

Reform of the Rural Governance Mode: from Control to Service--- A Governance Theoretical Perspective

Current mode "countryside politics and village governance" of the rural governance in China: was established in era of planned economy.In this mode,the state realizes the governance to the countryside through government control ways.This mode shows many defects in practice,so urgently needs reform.With the construction of service government became one of goals of government reform;the rural governance mode also needs change from control to service.According to the requirements of the governance theory,reforming the mode of the rural governance mode should start from three aspects: structural change of the relationship between country and township;strengthen the villager autonomy and multiple public service providers.
