试论外层空间国际关系权力建构的实质

外层空间国际关系是进入外层空间的人类各种主体之间由于交往实践所形成的社会关系。在外层空间探索利用中，全人类共同利益和国家空间利益总体上是一致的，但由于利益主体的不同，在实践中难免会出现矛盾，这一矛盾构成了外层空间国际关系的基本矛盾。寻求解决矛盾的关系安排，外层空间国际关系成长中各种权力类型及其互动决定外层空间国际关系成长的方向和路径。外层空间国际关系的实质是外层空间多样权力的社会建构。

Essence of the Construction of Powers of International Relations in Outer Space

International relations in outer space are social relations of all kinds of actors in practical process after humans enter into outer space. Although common interests and national interests of mankind are the same on the whole in the exploration and utilization of outer space, there will be inevitably some conflicts between them because of different stakeholders in practice. That is the basic contradiction of international relations in outer space. It is true that the interaction of various types of powers de- cides the direction and path of the growth of international relations in outer space during the resolution of these contradictions. The essence of international relations in outer space is the social construction of various powers in outer space.
