为了落实党的十七大报告提出的＂加快建立以企业为主体、市场为导向、产学研相结合的技术创新体系＂的重大决策,进一步完善中关村国家自主创新示范区高新企业＂产学研＂合作机制,我们受中关村国家自主创新示范区核心区管委会的委托,对中关村国家自主创新示范区高新企业＂产学研＂合作的有效资源、动力、模式、中介、成果认定、利益分割及政府引导等几方面进行全面调研,总结了其中的宝贵经验和典型特征,分析了尚需完善的不足之处,并对完善中关村国家自主创新示范区高新企业＂产学研＂合作机制进行了理性思考并给出相关政策建议。

An Investigation of High - tech Enterprise about the Industry - university - institute Collaboration in Zhongguancun National Innovation Model Park

In order to implement the major decision of a report in the Seventeenth Party Congress,accelerate the establishment of technology innovation system which is business-oriented、market-oriented and industry-university-institute Collaborative,further improve the cooperation mechanism of industry-university-institute in Zhongguancun National Innovation Model Park,entrusted by Zhongguancun National Innovation Model Park Management Committee,the paper fully survey the effective resources,dynamic mechanisms,cooperative model,the role of intermediaries,result identification methods,benefit distribution mechanism and government guidance mode about the industry-university-institute collaboration in Zhongguancun National Innovation Model Park,summed up the successful experience and the typical characteristics,analyzed the deficiencies to improve,and proposed some relevant recommendations.
