唐代因灾移民政策简论

整个唐代,自然灾害一直贯穿其始终。由于唐太宗吸取隋亡教训,重视民生,在遭遇严重灾荒时,政府鼓励灾民异地就食,此后较有组织的因灾移民成为唐前期一直奉行的政策。唐后期,由于安史之乱导致的朝廷实力下降,政府救灾不力,灾民自发性的移民就食越来越占多数,最终成为唐朝灭亡的前奏。

The natural disaster was throughout the whole Tang Dynasty.The Emperor Taizong of Tang from the reason for subversion of and attached importance to people＇s livelihood.As a result,the of Tang Dynasty encouraged the victims of the natural calamity to go to another place for food when serious calamity happened.The relative organized immigration for the natural disaster had become a policy in early Tang Dynasty.Because the of the Tang empire began to decline for An Lushan Rebellion and the disaster relief from the government lost the power in late Tang Dynasty,the victims of the natural calamity＇s voluntary immigration had become more and more,and turned into the prelude of subversion of at last.
