北京市清洁生产的历史回顾、现状及前景展望

北京市从20世纪90年代开始在重点行业企业试点推行清洁生产,近几年以“奥运”为契机,以节能减排为目标,全面推行清洁生产审核验收,取得了很大进展和良好的效果。但是推行清洁生产的任务依然艰巨,还要依靠技术支撑、政策保障、资金支持等多种手段,发挥政府推动、市场引导、企业主体和全民参与各方作用,建立清洁生产的推进机制;要在工业实行清洁生产的基础上,逐步向农业和服务业扩展;要突破企业范围,实现企业群落和区域范围的清洁生产,最终实现整个国民经济良性循环发展。

The History, Actuality and Vista of Sanitary Production in Beijing

Beijing has carried out sanitary production among the enterprises of key industries since the 1990s. In recent years, taking the Olympic as an opportunity and the energy-saving as the target, the government has put sanitary production and auditing into practice widely and has got considerable achievements under the guidance of the national relevant policies. But the implementation of sanitary production is still arduous and it's necessary to go further to establish promotion mechanisms and social environment for sanitary production, to expand sanitary production from industry to agriculture and service industry, to implement sanitary production on the level of enterprise community and area coverage, and finally to realize the virtuous circulation of national economy by means of technology, policy and finance with the promotion of the government, guidance of market, and the participation of enterprise and all citizens.
