The Impact and Influence of Preemptive Strategy on International Ruling of law

Preemptive Strategy, namely preventative self-defense right called by Americans, brings enormous impact and influence on international ruling of law especially the United Nations Charter and collective security system based on the charter, which puts the United Nations in danger of marginalization for a time. Preemptive attack is the outcome of the unbalanced development of international power. In the face of the current international community completely different from the one when the United Nations Charter was made, how to perfect the charter and develop international law rationally is an important task of the United Nations.
