设定公共决策目标的伦理原则与伦理模式

当代西方对公共决策及其目标设定进行了制度伦理、伦理评价、伦理选择模式等探索。以此为启发,设定公共决策目标应坚持伦理关怀、兼顾效益与公正的伦理原则,其伦理模式应包括以下六大环节:设定决策目标的综合公共利益;对决策主体的伦理要求和制度约束;进行公共决策环境的伦理评估;发动利益相关者的广泛参与;对公共决策过程进行控制与矫正;注重公共决策目标的道德满足度。

Establishment of Ethical Principle and Model of Public Decision's Goal

There is an exploration of public policy's goal from the perspectives of system ethics,ethical evaluation,ethical selection mode in contemporary western countries.Based on these ideas,the author points out that we should establish the ethical principle of the integration of care,efficiency and justice when considering the public policy's goal,which includes six procedures.They are:to establish the comprehensive public interests of decision goal,ethical requirements and system regulations of the decision-maker,ethical evaluation of the decision environment,to encourage the interest involvers to be extensive participation,to control and criticize decision-making(procession),to concern the moral satisfactory standards of decision goal.
