| 摘 要： | 政治转型与表达自由有其自身的逻辑关系。表达自由为政治转型准备了条件、提供了动力。表达自由是培育公民文化和民主素质的土壤，它有利于避免转型成本的破坏性浪费，并促成民主制度的萌芽、发展和形成。政治转型为表达自由的发展提供了政治制度保障，使民众所享有的有限表达自由发展到有制度保障的充分表达自由。

| Abstract: | There exists a logical relationship between political transition and freedom of speech. Freedom the basis and impetus of political transition. It nurtures the cultural and democratic qualities of citizens, zes the waste of resources on political transition. More importantly, freedom of speech conduces to the of speech is and mininiformation of the system of democracy. On the Contrary, Political transition provides institutional safeguards for freedom of speech, bringing to it a giant leap from limited free expression to institutionalized full expression. |
