| 摘 要： | 党的十七大为中国行政法学理论的发展指明了方向,对构建与完善中国行政法学理论意义重大。综合运用实证分析、比较分析等方法,研究依法行政下的政府管理理念、行政机构间的协调配合机制以及行政权力正确行使的制度保障。提出今后行政法学阶段理论要尽快实现从"干涉行政"到"服务行政"的转变,行政主体理论要紧紧围绕大部门体制改革思路进行构建,进一步完善公共参与和行政公开行政程序理论。
