Legislating Low Carbon Economy in Poyang Lake Eco-Economic Zone

The new pattern of developing low carbon economy is a major strategy to guide and promote the rise of the Poyang Lake Eco-Economic Zone.Therefore,it is essential to accelerate the pace,learn from the experience of the developed countries and other domestic cities,and promulgate a low carbon economic law on the basis of the reality of the area in order to resolve the conflicts between environment resources and economic development.This article explored the macro philosophy and the microcosmic system for local legislation of low carbon economy in the zone,hoping to be of some reference for local legislation.
