中部六省科技创新绩效评价

摘    要:客观、准确、全面评价区域科技创新绩效对建设区域创新体系有重要的理论和实际意义.收集2000—2009年中部六省的科技创新投入、产出数据,用 DEA 方法分析各地区科技创新绩效,得出中部六省科技创新绩效的总体趋势与阶段性变化情况.分析表明:湖南、湖北两个省科技创新绩效领先于其他四省,中部六省科技创新绩效水平在2000—2009年间总体上呈现下降趋势,其中江西、山西两省下降趋势更为明显,这说明,中部地区在增加科技创新投入的同时,应更加关注科技体制改革,优化科技创新环境和提高资源利用效率

Abstract:It is important to evaluate the performance of regional scientific and technical(S&T) innovation performance objectively,accurately and completely.First the panel data from 2000 to 2009 was collected including inputs and outputs of S&T.Then DEA model was applied to analyze the performance of regional S&T innovation and summarize the trend of central regional S&T innovation performance.It is found that the S&T innovation performance of Hunan and Hubei provinces is higher than that of the other provinces.As a whole,the S&T innovation performance of central China showed a trend of decline between 2000 and 2009,which is more obvious in Jiangxi and Shanxi provinces.Central region should increase S&T innovation inputs while paying more attention to reform scientific and technological system,optimize the environment for technological innovation,and improve the efficiency of resource utilization.
