| 摘 要： | 理论创新是学术研究的本质属性和学术发展的必然要求。没有理论创新,没有学术进步,必然会导致社会发展、民族进步的停滞和落伍。为有效遏制学术失范、学术腐败等不良现象的恶性蔓延,纯洁学术环境,使学术研究步入健康、正常、良性的发展轨道,不断推进学术发展和理论创新,迫切需要在改善学术环境、健全学术规范、树立良好学风等方面对现行学术体制进行全方位改革。
