论南京国民政府的县政困境及其影响

20世纪30年代，南京国民政府的县政普遍陷入财政困难、新旧混杂、无所作为的困境之中。造成这些问题的原因关涉到国民政府整个的体制设计、复杂的现实政治状况等，是县政府自身无法解决的。县政的困境使得县政府难以承担领导地方社会发展的重任，县政权成为国民党政权体系中极为脆弱的一环，严重制约了当时中国的现代化进程。

On County Administration Difficulty of Nanking Government 1930's and Influence

In early 1930s, the county administrations of Nanking Government were generally in such troubles as financial crisis, inefficiency, corruption and incompetency, and could hardly do anything they were expected to do. The reasons of those problems were mainly related to the whole political systems of the Nanking Government and the complicated situation at that time. So the county governments couldn＇t solve the problems by themselves. Because of those problems, the county governments couldn＇t take the responsibility for the development of the local societies.
