衔接与协调:失地农民“土地换保障”模式的转换

"土地换保障"是针对失地农民社会保障的制度创新,它的实行有利于保障失地农民的最低生活水平.在我国统筹城乡发展的过程中,原有的"土地换保障"模式的弊病日益呈现,解决失地农民社会保障的衔接和协调问题则成为能否建成覆盖城乡社会保障制度的重要环节.本文通过对失地农民"土地换保障"一般模式的回顾,认为失地农民的社会保障制度建设要与公民无偿享有基本生产保障权利以及农村社会养老保险的自愿参加相协调,与农村土地资本化和城乡最低生活保障制度相衔接,因此,需要逐步取消"土地换保障"模式,将失地农民纳入统一的城乡社会保障体系.
