| 摘 要： | 从系统管理的角度将全国优质的耕地资源划分为国家、省、市、县四个级别的基本农田保护区,并设置相应机构实施分级管理。同时,以此为框架,从规划管制、制度建设和经济激励的三个角度对基本农田分级保护政策体系的机制设计进行了探讨,以求为我国未来的基本农田保护政策完善提供借鉴。

| Abstract: | Based on literature review and practice analysis of policy invalidation on prime farmland protection,the paper puts forward a new method of protecting prime farmland by classification.By this means,all superior farmland in our country is divided into four types of reserves-state,province,municipal and county.Still,corresponding organizations are established to administer them.The paper makes a detailed discussion on the mechanism design of policy system for classified protection from the perspectives of planning management,institutional setup and economic incentives,all of which will throw light on the policy practice of prime farmland protection in China. |
