社会公共利益的二元代表及其运行机制探析

在私益膨胀,公益萎缩的社会背景下,文章重新审视社会公共利益,将其内涵厘定为社会整体利益和个人利益之上的与社会整体利益同向一致的群体利益与群体联合利益。国家是社会整体利益唯一可能和现实的代表者,社会团体组织是群体及群体联合利益的代表者。对二者在利益代表中的运行机制应兼融多元主义与法团主义的合理因素。

ON the Two Representatives of Social Public Interest and Their Functional System

Under the background of personal interest expansion and public interest withering,this paper reviews the social public interest again ,then defines its concept as the social overall interest and community benefit and the united community benefit, which is above the personal interests and approaches with the social overall benefit. Country is the only realizable and possible representative of the social overall interest, while social organization is the representative of community benefit and the united community interest. A system should be built according to the multi-organization and corporatism to connect the both representatives.
