| 摘 要： | 弱势群体是一个经济范畴。在一个没有达成共性的弱势群体当中,靠一个或几个弱势个体表达整体 的利益和观点,成本很高,具有极强的外部性,因此造成了个体之间的相互依靠、推诿,结果就表现在对外部的妥协。

| Abstract: | The disadvantaged group is a term in economic category. It costs a lot to rely on one or more vulnerable individuals conveying the viewpoints and interests of the whole group. Thus it presents some exclusively exterior characters. Therefore, it results in shifting responsibilities onto others, hence, compromising to the exterior. |
