抗战时期陕甘宁边区对乡村社会问题的治理

土匪、种植鸦片和二流子是旧制度给陕甘宁边区乡村留下来的主要社会问题。中共中央和边区政府采取了各种措施,对乡村社会进行治理和整顿,长期以来困扰边区乡村的土匪问题、鸦片问题、二流子问题都解决了,使边区乡村社会面貌焕然一新。边区乡村社会问题治理的过程,实际上就是乡村社会基层权力转换和重建的过程。这个过程顺利的完成,说明中共的政治权力沉降到乡村社会,实现了对乡村社会的调控,而且为新中国成立后迅速解决乡村社会问题和重建乡村政治权力积累了经验。

Administration to the social problem of rural area in the Shanxi - Gansu - Ningxia Border Region during period of the Anti - Japanese War

Bandit, opium planting and idler are the main social problems that the old system left for the villages in the Shanxi-Gansu-Ningxia Border Region. The Central Committee of the Communist Party of China and government of Border Region have taken various kinds of measures to manage and rectify the rural social problems. The long perplexing problems in the Border Region villages such as bandits, opium planting, idlers were all solved, bringing an entirely new look to the social appearance of village in border area. The course of managing rural social problems in border area, is in fact the course of changing and rebuilding for the social right at the basic level in the villages. The smooth completion of this not only proved the political power of the Communist Party of China had subsided to the rural society, thus realized control to the rural society , but also accumulated experience for solving rural social problems rapidly and rebuilding rural political right for new China.
